A panel of inspectors examines the application. People who have registered as interested parties can submit written representations and ask to speak at public hearings.

Recommendation
After the examination, the Inspectors complete their report and make a recommendation to the Secretary of State.

The Secretary of State grants development consent on 12 November 2020.

Wessex Archaeology and Octavia are announced as the preliminary works contractors.

In November 2021 the Secretary of State for Transport publishes a letter asking for information to help him reconsider the DCO application.

A legal challenge to the decision to grant development consent is made in December 2020. The High Court makes its judgement in July 2021, reversing the decision and quashing the DCO.

In 2022 information is submitted to the Secretary of State for Transport to support the re-determination process.
